STUDENT COUNCIL
ORGANIZATION (SCO)
The Student Council Organization is the high school students’ governing
body, with its officers duly elected by the student body every year.
Objectives
The Student Council Organization (SCO) aims to:
1.
facilitate
communication between students and the administration, faculty, fellow
students and the rest of the Scholastican
community;
2.
recognize and
uphold the students’ rights and welfare;
3.
undertake student
activities and projects which promote the realization of the HS Unit
objectives;
4.
encourage maximum
student participation and involvement in these activities; and
5.
promote the spirit
of camaraderie, community and harmony within and outside of SSC.
MEMBERSHIP
Every student enrolled in the High School Unit
automatically becomes a member of the SCO and shall enjoy all the rights
and privileges pertaining thereto.
She has the duty to fulfill the functions of
an SCO member.
The Student Council officers are composed of the
Student Council Core members, Class officers and Club officers. They are
elected by the students annually.
THE STUDENT COUNCIL ORGANIZATION CORE
– is the administrative, implementing and coordinating body of the SCO.
It is composed of the President, Vice-President, Secretary,
Treasurer, Outreach Coordinating Chairperson, Club Coordinating
Chairperson, Batch Representatives (Yrs. I-IV).
GENERAL FUNCTIONS OF THE SCO CORE
The Core shall:

together with high
school administration plan, coordinate, and implement a formation/
development program for student leaders as well as
co-curricular and extra-curricular
activities which will enrich the students’ social
awareness, interpersonal skills and spiritual
being;
4establish a link
between the administration, faculty, parents and students by
representing
the student body in the decision-making of the school through
the Expanded Administrative
Council and by disseminating vital information on matters
which affect the school
community, especially the high school students;
4
promote and protect
students’ rights and welfare;
4
implement the rules
and regulations stipulated in the student’s Handbook;
4
help maintain
discipline during departmental and institutional activities
4
initiate activities
for better community growth;
4
promote awareness
of social issues, and commitment to, involvement in and solidarity with
communities within and beyond SSC; and
4
act as official
student representatives of the HS Unit in institutional, Association of
Benedictine Schools or non-SSC functions
SPECIFIC
FUNCTIONS OF THE SCO CORE
1.
President
4
Signs all
resolutions, communications, and papers of the Student Council.
4
Presides over all
meetings of the Student Council Core. She may
engage in the discussion
provided that she does not partake in
the decision-making.
4
Presents
suggestions, recommendations, and decisions of the Student
Council to the
administration and/or Faculty and vice-
versa.
4
Represents the
Student Council in her official capacity as chief executive officer on
occasions that would require
representation for the Student Council.
4
Performs such
duties as may be necessary

Vice-President
4
Assists the
President whenever necessary and assume her office in her absence.
4
Initiates efforts
or activities to effectively promote and protect student
welfare, together
with the other concerned sectors of the
High School Unit, if any.
4
Initiates efforts
or activities to effectively promote awareness of and involvement in
social issues.
4
Takes charge
of the Student Council’s social correspondences such as greeting cards
for
birthdays, celebrations, and other
similar events.
4
Heads the Logistics
Committee.
4
Performs other
duties that the Student Council Core or the President may from time to
time assign to her.

Secretary
4
Keeps minutes of
the organization’s meetings and furnish the facilitator and attendees
copies of the said minutes.

Checks attendance
during minutes and keep records of attendance of
all members.
4
Keeps all papers
and official correspondence of the Student Council
Core.
4
Publishes the
official decisions, projects, and announcements of the
Student Council Core
through the Student Council board, the
school newspaper, and/or other appropriate
avenues.
4
Heads the
Documentation and Publicity Committee.
4
Performs other
duties that the Student Council Core or the President
may from time to
time assign to her.
4.
Treasurer
4
Keeps the record of
the funds of the Student Council and submit financial statement after
every activity which shall be
published by the SC Secretary.
4
Disburses the funds
of the Student Council in accordance with an appropriation of the
Student Council.
4
Initiates efforts
or activities to raise funds for the Student Council.
4
Heads the Finance
Committee.
4
Performs other
duties that the Student Council Core or the President may from time to
time assign to her.

Club Coordinating Chairperson
4
Acts as a liaison
between the Office of Student Activities and Services
and the various
clubs/student organizations, and vice
versa.
4
Coordinates with
the clubs and the Office of Student Activities and Services regarding
Student Council projects, decisions,
and announcements.
4
Coordinates
activities that may be applicable to all clubs, such as Club Fair and
Alternative
Class Day.
4
Raises club
concerns to the Student Council, Office of Student
Activities and Services,
and/or other concerned units.
4
Coordinates with
the Outreach Student Coordinator regarding club outreach activities
4
Performs other
duties that the Student Council Core or the President
may from time to
time assign to her.
6. Outreach Student Coordinator
4
Acts as a liaison
between the Outreach Program and the Student Council, and vice-versa.
4
Coordinates with
the Outreach Program regarding Student Council Core projects,
decisions, and announcements.
4
Coordinates with
the Club Coordinating Chairperson regarding Student Council projects.
4
Performs other
duties that the Student Council Core or the President may from time to
time assign to her.
7. Year-Level Representatives
4
Disseminates
information to and from the Class officers of the year-level she represents.
4
Initiates,
facilitate, and coordinate year-level activities that are officially
sanctioned by
the school.
4
Assists in academic
or homeroom activities whenever necessary or requested.
4
Forwards year-level
feedback and/or concerns to the Student Council Vice-President
and/or Student Council Core so
appropriate actions may be taken.
4
Performs other
duties that the Student Council Core or the President may from time to
time assign to her.
8.
Student
Council Committees
4
Logistics Committee
– handles all logistical requirements of the Student Council and is
headed by the Student Council
Vice-President. All Class Vice-Presidents are automatic
members of this committee.
4
Documentation and
Publicity Committee – keeps a record, both print and non-print,
regarding the organization’s
undertakings. It is headed by the Student Council Secretary.
All Class Secretaries are automatic
members of this committee.
4
Finance Committee -
takes charge of all matters and/or relating to funds, expenditures
and auditing the Student Council and is
headed by the Student Council Treasurer. All Class
Treasurers are automatic members of this
committee.
4 Ad hoc Committees –
may be created from time to time by the Student Council Core or the
Student Council President.
CLASS
AND CLUB OFFICERS
The Class officers are elected annually through the Homeroom program and
take charge of class affairs. The Club officers, meanwhile, are also
elected annually through the Student Activities Program and take charge
of club affairs.

responsibilities:

Takes charge of her
class/club in the absence of the teacher. |

2. The Class/Club Vice-President has the following
responsibilities:

Assumes the
responsibilities of the Class/Club president in her absence. |

Checks the
attendance during the designated times and submits a report of absences
and late comings to the High School
Office. |

Handles the
logistical requirements of her class/club. |
| |

3. The Class/Club Secretary has the following
responsibilities:

Takes down the
minutes of the meetings, keep a record of them, and furnish the
members and other people
concerned with their own copies. |

Posts official
notices and announcements on the class/club bulletin boards. |

Collects reply
slips, keep a record of submission and surrender both the reply slips
and records to the
office/people concerned during the designated times. |

Performs other

4. The Class/Club Treasurer has the following
responsibilities:

Takes charge of the
collection of funds and other financial matters. |

class adviser/club

5. The Class/Club Outreach Student
Representative has the following
responsibilities:

Other Positions in
the club – Their duties and obligations are defined by the club’s
constitution and by-laws.
QUALIFICATIONS OF SCO CORE MEMBERS,
CLASS AND CLUB OFFICERS
All must demonstrate:

ELECTION OF OFFICERS AND TERMS OF OFFICE
All officers shall have a one (1) school year term of office:
The student body elects the SCO President,
Vice-President, Secretary, Treasurer, CCC and OSC at large while the
students of their year-level elect the batch representatives. Election
of the Core takes place in the last month of the school year (March).
Their term shall commence/ terminate after
graduation ceremonies.
Class and Club Officers are elected within the first
four weeks of the school year.

possible candidates for SCO Core positions.

The CSAS informs
and requires the nominee to file a certificate of candidacy and
to submit two (3) letters of recommendation – one, from her current
class adviser;
the second and third, from any subject teacher, previous class adviser
or
moderator.

The Screening
Committee deliberates on the qualifications of nominees based on
academic and disciplinary standings and recommendation letters.

CSAS announces
qualified nominees.

Parties submit
party name, list of candidates and platform.
2.
Electoral Process
Only students who have been screened and declared
qualified may run for SCO Core. Candidates may run under an official
party or as independents.
a.
The COMELEC -
The COMELEC shall be composed of the outgoing SCO
Core members
and eight (8) faculty members.
It shall perform the following functions:

Decide on the date,
time and venue of the elections
4
Ensure that the
guidelines and procedures for the campaign and elections are
properly observed and implemented
4
Conduct elections
4
Canvass election
results
b.
Campaign Guidelines
- The campaign must be conducted as befits the dignity of the
Student Council Organization.
4
Party names,
campaign gimmicks and materials must uphold the dignity and
integrity of the SCO and fellow candidates.
Campaign strategies should not, in any
way, besmirch the reputation of the opposition.
4
Campaign must be
focused on the candidate’s qualifications.
4 Campaign must be
conducted with simplicity and at minimum expense.
4 On the first day of
the campaign period, parties must submit their official
platform
and list of candidates with their corresponding qualifications and 2 x 2
photos for
posting by the COMELEC at a designated area.
4
Delivery of
speeches at the Miting de Avance must conform to given guidelines.
c.
Election Procedures
4
All High School
students are eligible to vote.
4
COMELEC will
designate the date, time and venue of election.
4
Official ballots
will be used for elections.
4
Voters must observe
given guidelines for ballots to be considered valid.
4
Canvassing of
ballots by the COMELEC will take place immediately after elections.
4
Each
party/candidate is allowed one (1) poll watcher per canvassing room.
4
Election results
will be announced by the CSAS and an official notice will be posted
at the SCO Board on the school day immediately following the canvassing.
4
Elected Core will
be formally presented to the high school community during the
year-end turn-over rites.
CLASS AND CLUB OFFICERS
1.
Screening Process
a.
Students are
nominated for class and club positions by their respective class/club
mates.
b.
Nominees are
officially screened by the CSAS and CSF on the basis of given
qualifications.
c.
Class advisers are
informed of qualified nominees.
2.
Elections of Class
and Club Officers -
Class and club
officers are elected by their
respective class/club mates.
IMPEACHMENT OF STUDENT LEADERS
1. Grounds for Impeachment - Any student
leader may be impeached on the basis of any of the
following:
a.
Inefficient/ineffective disposition of duties and responsibilities
b.
Academic failure(s)
for two (2) consecutive quarters
c.
Involvement in a
serious or major disciplinary case
2. Composition of the Impeachment Committee
a.
SCO President
b.
Year-level
Representative (for class officers) or CCC(for club officers)
c.
Adviser/Moderator
of student involved
d.
Coordinator of
Student Activities and Services
e.
Coordinator for
Student Formation
If the SCO President/Year Level Representative/CCC is
the aggrieved party in a complaint or the subject for impeachment, a
representative chosen by the Impeachment Committee will take her place
in the committee.
3. Procedure
a.
The aggrieved party
must present a formal complaint to the CSAS.
b.
The CSAS convenes
the Committee and presents the case.
c.
The case must be
presented in the presence of the aggrieved party and the subject for
impeachment and her
representative.
d.
After a thorough
deliberation on the case, the Impeachment Committee will decide the
case.
4. Vacancies in any Position
If an officer resigns for any reason, or after
due process is relieved of her office, an officer-in-charge takes over
until
an election is held
to fill the vacant position.
